City Manager, Kimberly Judge 

The City of Dayton operates under the council-manager form of government. As designated by the City Charter, the City Manager is appointed by the Mayor and City Council and serves as the chief executive officer for the city organization. They manage the day-to-day operations of the various city departments and staff, directing the delivery of services and executing all city policies and ordinances. In addition, the City Manager and staff guide all goals and strategies of the city operations including future city development and expansion of services.

City Manager

Kimberly has over 38 years of combined municipal government experience, with Beaumont, Baytown, and Sealy, with the last 8 years serving the City of Dayton. She not only has the experience and knowledge but she also has the love and connection with our community that will make her a successful City Manager. During her time working for the City of Dayton, Kimberly has served as Director of Planning, Assistant City Manager, and Interim Public Works Director. Throughout her tenure, she has always had involvement in Community Development and Planning, but she has also worked with parks, planning and zoning, economic development, and has served as the department head over public works, the community center, and the Jones Public Library. 

Kimberly’s focus has been on planning Dayton’s future while protecting the core of our community. She has had the opportunity to participate in many projects, including; The Water and Wastewater Master Plan, Gulf Inland Logistics Park planning, Downtown Revitalization Plan, The Grand Parkway planning and development, TxDOT sidewalk projects, and the creation of Dayton’s Unified Development Code. Kimberly has obtained over 9 million dollars in grant funds during her career with the City of Dayton. She has a Bachelor of Science Degree from Prairie View A&M University and has numerous hours of municipal management training ranging from leadership development and planning. Kimberly has an extensive background that comes from working in many different city departments.
